ACTED Pakistan programmes range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. ACTED strategy is to target vulnerable communities affected by natural and conflict-related disasters as well as lack of socio-economic development.

Job Purpose

The Livelihood Officer, under operational guidance of the Project Manager/Deputy Project Manager/Senior Project Officer and technical guidance of the Head of Programs and Projects Coordinator, is responsible for ensuring proper implementation of ACTED’s project in Dadu and Jacobabad District. The Livelihood Officer oversees field operations and ensures effective and timely completion of FSL activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries.

Objective

To ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.

Duties AND Responsibilities

Under the overall supervision of the Project Manager and technical guidance from the FSL Advisor, the Livelihood Officer is required to perform the below mentioned responsibilities for the anticipated 3-Year BHA funded intervention in Sindh. The project is already started from 1st May 2024.

  • Assist and lead the district Rapid Market and Business Feasibility Assessment Report to analyze the gaps and challenges faced by small-scale business owners on the local market.
  • Identification of beneficiaries according to the set criteria as outlined in the proposal document for enterprise development training in line to the capacity of the beneficiaries and trades of training.
  • Identification of beneficiaries for the provision of Cash Grants to small scale business owners.
  • Identification and registration of beneficiary individuals/households to be engaged for Capacity-building of Farmers on Livestock (dairy) Production Management.
  • Conduct needs assessments in the operational areas for off farm livelihood & skill development interventions.
  • Demonstrated knowledge of Movable and Non-Moveable Chillers required for storage of dairy products at the village level. Understanding of the process required to identify the respective beneficiaries.
  • Management of beneficiary tracking sheet
  • Development of resource materials for different off farm livelihood training.
  • Produce/manage technical feasibility and verification record.
  • Ensure that activities are aligned with the Detailed Implementation Plan.
  • Document in a timely manner, all progress, challenges, and learning for future implementation of similar projects and accountability.
  • Conduct regular field visits to verify quality/ progress of vocational & skill development program interventions and provide technical guidance and advice.
  • To ensure that project quality is adhered.
  • Prepare training module for the training of Enterprise Development.
  • Ensure the training material is available for the training.
  • Ensure training means of verification (MOVs).
  • Prepare training completion report and timely submission to project team.

Requirements:

  • Demonstrated skills in carrying out technical designing and evaluation of Livelihood related activities.
  • Strong written and oral communication skills.
  • Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team.
  • Strong report writing skills.

·        Ability to travel for work assignments in targeted union councils.

Sexual abuse means the actual or threatened physical intrusion of a sexual nature, whether by force or under unequal or coercive conditions.

Skills:

Agricultural Extension Skills:

Ability to provide technical support and extension services to farmers, promoting best agricultural practices and enhancing productivity.

Business Restoration Techniques:

Experience in designing and implementing strategies to restore and diversify rural businesses, enhancing income generation and livelihood opportunities.

Cash:

Skill in implementing multipurpose cash assistance programs, including beneficiary targeting, cash distribution, and monitoring of program impact.

Community Savings Group:

Proficiency in establishing and supporting village-level savings committees, promoting savings mobilization and community resilience.

Market strengthening:

Knowledge of market dynamics and experience in strengthening markets for dairy farmers, facilitating access to chillers, and supporting market linkages.

Pro-active, well organized with sound planning, organizational, prioritization and problem-solving skills as well as effective verbal and written communication. 

Demonstrate attention to detail while keeping a strategic view, ability to follow procedures, meet deadlines, and work both independently and cooperatively with team members and local government stakeholders, and will be prepared to spend extensive time with field teams. 

Excellent communication and interpersonal skills and fluent in English, Urdu and other local languages.

KEY PERFORMANCE INDICATORS

  •  % of milestones completed on time as per the original plan
  •  Project completed on time without the need for an NCE
  •  Project completed within budget flexibility (not requiring a budget amendment for project lines)
  • % of contractual performance indicators achieved
  •  Project records and documents (beneficiary lists, donation certificates, attendance sheets, payment sheets) available for all project activities
  •  Positive monitoring and evaluation reports (internal and external)
  •  Number of complaints received related to the project
  •  % ineligible expenses on project budget lines
  •  % retention rate of project staff throughout project lifetime.
