ABOUT Acted PAKISTAN:

Acted is a non-governmental organization with headquarters in Paris, founded in 1993. Independent, private, and not-for-profit, Acted respects a strict political and religious impartiality and operates according to principles of non-discrimination and transparency. Acted has been present in Pakistan since 1993 and currently supports communities in Sindh, Khyber Pakhtunkhwa, the Federally Administered Tribal Areas, and Azad Jammu Kashmir. Acted Pakistan programs range from short-term emergency responses to recovery and rehabilitation, as well as longer-term development initiatives. Acted's strategy targets vulnerable communities affected by natural and conflict-related disasters, as well as a lack of socio-economic development.

Assignment:

The Project Manager will provide overall technical, managerial, and strategic leadership for the project, ensuring high-quality implementation of activities related to WASH, climate change adaptation, climate risk assessment/modelling, and community resilience.

The position requires a senior professional with strong experience in Sindh, established relationships with relevant government departments and stakeholders, and the ability to effectively coordinate between communities, district/provincial authorities, technical experts, development partners, and project teams.

The Project Manager will also provide strategic oversight to ensure that project interventions are informed by climate science, climate risks, and locally identified adaptation priorities, and are aligned with relevant national and provincial climate and development frameworks.

Under the authority of the Country Projects Coordinator, the Project Manager will be based in Tharparker/Sajawal. The role requires strong internal relationships with Project Managers, Project Coordinators, and various departments including Reporting & AMEU, Database Team, and Engineering Technical Officers. Externally, the manager will liaise with local authorities and local/international NGOs/UN agencies active in the area.

The Project Manager should have ample experience in Financial, HR, Administration, and Logistics management.

Key Responsibilities

A. Project Management and Leadership

  • Provide overall leadership and day-to-day management of the project.
  • Ensure timely, quality, and cost-effective delivery of project activities and outputs.
  • Lead project planning, implementation, monitoring, and adaptive management.
  • Supervise project staff and technical teams and ensure effective coordination across components.
  • Identify implementation risks and develop appropriate mitigation measures.
  • Ensure compliance with donor, ACTED, and relevant government requirements.

B. WASH Programming

  • Provide strategic oversight of WASH interventions, ensuring technically sound and climate-resilient approaches.
  • Guide WASH assessments, infrastructure planning, rehabilitation, and community-based WASH interventions.
  • Ensure integration of climate risks, water availability, drought/flood risks, and long-term sustainability into WASH programming.
  • Coordinate with PHED, local government, health, education, and other relevant departments.
  • Ensure appropriate technical standards and quality assurance for WASH infrastructure and services.

C. Adaptation Planning & Climate Resilience

  • Lead and provide technical oversight for Adaptation Planning processes at community and district levels.
  • Facilitate meaningful participation of communities, local institutions, women, youth, and vulnerable groups in adaptation planning.
  • Ensure adaptation priorities are based on local climate risks, vulnerabilities, livelihoods, and community knowledge.
  • Support the development of practical, prioritized, and implementable adaptation actions.
  • Ensure linkages between community-level adaptation plans and relevant district, provincial, and national climate policies and plans.

D. Climate Modelling and Climate Risk Analysis

  • Coordinate with climate scientists/technical specialists undertaking scientific climate modelling and climate risk assessments.
  • Ensure climate modelling outputs are translated into practical implications for project design and adaptation planning.
  • Support interpretation of climate projections, hazard trends, and climate risks for target districts.
  • Ensure climate evidence informs WASH infrastructure, livelihoods, disaster preparedness, and adaptation investments.
  • Facilitate collaboration between project teams, climate experts, universities/research institutions, and relevant government technical agencies.

E. Government Liaison and Coordination

  • Maintain strong working relationships with Sindh Government, district administration, and relevant line departments.
  • Lead coordination with PHED, Local Government, Irrigation, Agriculture, Livestock, Environment/Climate Change, PDMA/DDMA, and other relevant authorities.
  • Represent the project in government, donor, cluster/working group, and coordination meetings as required.
  • Facilitate government ownership and institutionalization of project approaches and results.
  • Support obtaining necessary approvals, technical clearances, and government support for project activities.

F. Stakeholder Engagement and Representation

  • Represent the organization/project at senior-level meetings and external forums in Sindh.
  • Develop and maintain relationships with NGOs, UN agencies, development partners, academia, private sector, and civil society organizations.
  • Strengthen opportunities for partnerships and future programming related to climate adaptation, WASH, and resilience.
  • Ensure effective coordination and avoid duplication with other ongoing interventions.

G. Technical Quality, Learning and Reporting

  • Ensure project interventions are technically sound, evidence-based, and context appropriate.
  • Review technical reports, assessments, studies, designs, and project deliverables.
  • Ensure effective monitoring of project indicators and results.
  • Document lessons learned, good practices, and scalable approaches.
  • Contribute to donor reports, concept notes, proposals, and project development.

Required Qualifications and Experience

  • Master's degree in Water Resources, WASH, Environmental Sciences, Climate Change, Disaster Risk Management, Development Studies, Engineering, Natural Resource Management, or a related field.
  • Minimum 7 years of relevant professional experience, preferably including senior project/programme management.
  • Demonstrated experience managing WASH programmes, preferably in climate-vulnerable and water-stressed areas.
  • Strong practical experience in climate change adaptation and Local Adaptation Planning.
  • Demonstrated understanding of climate risk assessment and climate modelling, with the ability to work effectively with technical climate scientists/modellers.
  • Strong experience working with government authorities and line departments in Sindh, particularly South Sindh.
  • Strong experience in Financial, HR, Administration, and Logistics supervision.
  • Proven experience in coordination, government liaison, and stakeholder management.
  • Strong understanding of climate vulnerabilities and development challenges in South Sindh.
  • Experience working with UN agencies, INGOs, government programmes, or other major development partners is highly desirable.
  • Strong report writing, presentation, and communication skills in English.
  • Willingness and ability to travel extensively across project districts.
